Further Regulations will be drawn up for the guidance of the Financial Council and the Provincial Bureaux of Finance.

Mr. Rees, To ask the Secretary of State for Foreign Affairs whether it is proposed to
appoint a Consul at Harbin.
Answered by Mr. T. McKinnon Wood (for Sir Edward Grey).
The question of appointing a British Consul at Harbin has been considered by His Majesty's Government, and it has been decided that the importance of British interests there does not as yet warrant the expense involved. Arrangements have, however, been made for occasional visits being paid to Harbin by His Majesty's Consul-General at Mukden, which city is in direct communication with Harbin by railway, with a view to his reporting any change which may occur in the situation there.
